INTRODUCTION
From 1971 until January 2012, Paul Collin ( host of the X-CIA Files,
Unwanted Publicity Intelligence website, and others ) was a paid
international information asset of U.S. government intelligence
community organizations surrounding international high-value asset
bank paper financial instruments, high-net worth clients of
international private banks, global money-laundering, Non-Governmental
Organization ( NGO ) export agents relationships with al-Qaeda
terrorist activities, and global bank paper financial instrument and
commodity trading fraudsters, promoters and counterfeiters.
In November 2010, an e-mail was sent to DHS ICE OSI S.A. Nick Jones
from Collin advising re: “Neil Francis Keenan,” a U.S. citizen (
residing in BULGARIA ) claiming to represent the “DRAGON FAMILY.” The
“OFFICE OF INTERNATIONAL TREASURY CONTROL” (aka) “ITC” (aka) OITC,
however claims the legacy Series 1934 Federal Reserve Bank, Federal
Reserve Bonds ( FRB ) – with a ‘fraudulent face value denomination’
totaling $136-Billion – seized on June 1, 2009 at the Chiasso, ITALY
border train rail crossing into SWITZERLAND – an event carrying
international news ( KYODO NEWS AGENCY – Tokyo, Japan ), FOX News,
etc. attention – belonged to the OITC, while Neil Keenan vehemently
claimed those were entrusted to him by the DRAGON FAMILY.
Collin was later officially advised ( DHS ICE S.A. Nick Jones ) Neil
Keenan “was a person of interest” but “no longer is a person of
interest.” Hence, Collin backed-off Neil Francis Keenan, and
furthermore, believing Ray Chhat Dam / OITC was still in some way
connected to what Neil Keenan was ‘assigned-doing’, Collin
consequently ‘then’ backed-off Ray Chhat Dam / OITC.

Dallas Woman Charged In Federal Reserve Note Scam

She and 2 men accused of trying to sell fake Federal Reserve notes
February 25, 2008 10:49 PM ( CST ) Monday
Federal authorities charged a Dallas [ Texas, USA ] woman in
connection with a scam to sell billions of dollars in fraudulent
Federal Reserve notes, including some with a face value of
$500,000,000 million. Maria Victoria Hoffman ( 48 ) and two [ 2 ]
California men were part of a network that tried to market the fake
notes to investors across the country, U.S. Immigration and Customs
Enforcement [ ICE ] officials said Monday.
Maria V. Hoffman was arrested at her Dallas home last week, customs
officials said. She was released on $50,000 bond, ordered to surrender
her Philippines passport and submit to electronic monitoring,
officials said.
Maria Hoffman could not be reached for comment.
The bogus $500,000,000 million bills, featuring a portrait of
President William McKinley, were dated 1934 and doctored to appear
old, officials said.
“You would think the half billion dollar denomination would be a dead
giveaway that these notes are fake, but people are nevertheless taken
in,” Jennifer Silliman, Special Agent In Charge [ SAIC ] for the ICE
office of investigations in Los Angeles, California said in a written
statement. “For investors, the bottom line needs to be, if it sounds
too good to be true, it probably is.”
Authorities say counterfeiting scam artists often sell fake securities
to unsuspecting brokers for less than the purported value or in
exchange for collateral on a loan.
The largest denomination of currency ever printed is the $100,000
Series 1934 Gold Certificate. The bills bore a portrait of President
Woodrow Wilson and were not circulated in the general public,
officials said.
Also charged, were:
– Darrell Lee Johnson ( 78 ), a Los Angeles, California lawyer; and,
– Renato Gaza ( 60 ), of San Diego, California a suspected associate
of Mr. Johnson.
ICE agents seized nearly five-hundred [ 500 ] fraudulent Federal
Reserve notes from the home and law office of Mr. Johnson in recent
weeks, officials said.
According to a federal affidavit, a U.S. Customs Service Special Agent
[ Nicklaus Jones ] – posing as a potential broker – contacted Ms.
Hoffman in October [ 2007 ] after receiving a tip that she was trying
to sell Federal Reserve notes to people in the Los Angeles, California
area.
Special Agent Nickolaus Jones – posing as Los Angeles, California
financial consultant Gabe Zerai – sent an e-mail to Ms. Hoffman.
“I offered my services in finding a buyer or investor for her FRNs,
and asked her to provide me with further details about the FRNs,” the
agent [ Nickolaus Jones ] said in the affidavit.
The agent [ Nickolaus Jones ] corresponded with Ms. Hoffman and Mr.
Gaza via e-mail and phone for several months, the affidavit said.
On November 8 [ 2007 ] Agent Jones received a package from Ms. Hoffman
that included documents and photographs she offered as proof that she
owned two [ 2 ] boxes of notes totaling $275,000,000,000 billion, the
affidavit said.
The two [ 2 ] boxes were being held in Zurich, Switzerland according
to documents received by the agent.
Agent Jones said he told Ms. Hoffman – in a January 8 [ 2008 ]
telephone conversation – he located potential buyers for her notes.
“Let’s move this forward and make some money,” Agent Jones wrote in a
January 14 [ 2008 ] e-mail to Ms. Hoffman and Mr. Gaza.

Serbia ) on an unrelated CIA-DOJ assignment ( 2003 – 2006 ).
BACKGROUND –
Joshua Adhi claims having obtained a British diploma in accountancy
and claims former employment as an accountant in Batam, SINGAPORE and
Dubai, UAE.
While Collin was in Serbia ( 2003 – 2006 ) Joshua Adhi began e-mailing
Collin ( Shorelines@blueWin.ch ) regarding Collin’s internet
information publishing at various and sundry website bulletin boards (
message board forums ) surrounding his ( Collin’s ) efforts to ‘trace
legitimacy’ of ‘high-value international financial instruments’,
amongst which, several involved ‘multiple sets of documents claiming
heritance gold bullion assets’ – believed tied to the now-late former
President of Indonesia ( Ir. Soekarno ) Estate – that involved two ( 2
) Trustees [ Dr. Halim & Dr. Edison Damanik ( now deceased ) ] holding
Certificates of Deposit ( CD ), Bank Guarantees ( BG ), Safe-Keeping
Receipts ( SKR ), and other miscellaneous related international
financial instrument certificate support documents naming the UNION
BANK OF SWITZERLAND ( UBS AG ), CREDITE SUISSE ( CREDIT SWISS ), plus
other spurious related international financial instrument bank support
documents, not limited to, but including a set of documents entitled
“GREEN HILTON MEMORIAL AGREEMENT” or “GREEN HILTON AGREEMENT” ( GHA )
various versions thereof providing curious historical background
information, signatures of prominent individuals, and ‘counterfeit
seals’ thereon.
[ IMPORTANT NOTE: In December 2010, Collin sent an e-mail – to DHS ICE
SI S.A. Nick Jones – mentioning the “GREEN HILTON AGREEMENT” ( GHA )
second set of complete documents Collin retrieved from another website
platform e-mail address account – made public by utilizing that public
access entry information – whereupon Collin found a list of what he
believed to be ‘suspicious group list of names within one ( 1 )
specific e-mail’ [ Ahcmad Akbar Subaidy H. Affandi ( UNITED KINGDOM ),
et al. ] plus the second ( 2nd ) complete version of the “GREEN HILTON
AGREEMENT” ( GHA ) document copies retrieved and immediately sent via
Collin’s e-mail attachment to S.A. Nick Jones. ]
In November 2008, was approximately when Collin began his “UNWANTED
PUBLICITY INTELLIGENCE” website [ http://upintelligence.multiply.com ]
at “MULTIPLY.COM” ( a social networking and website combination
platform ).
Collin had already begun another website at “LINKEDIN.COM” ( a
strictly social networking website ).
On January 8, 2009 Collin sent ( via LINKEDIN.COM ) an ‘internal
e-mail messaging system invitation’ ( hosted by LINKEDIN.COM ) to
Joshua Adhi ( INDONESIA ) with Collin’s ‘pretext of joining Collin’s
strictly social networking website’ ( LINKEDIN.COM ) but ‘for the
primary purpose of notifying Adhi of Collin’s UNWANTED PUBLICITY
INTELLIGENCE website’ at MULTYIPLY.COM [
http://upintelligence.multiply.com ] where one ( 1 ) complete first (
1st ) version of the “GREEN HILTON AGREEMENT” documents were already
on display along with other UNION BANK OF SWITZERLAND documents.
On January 9, 2009 through January 11, 2009 Joshua Adhi replied to
Collin’s invitation via LINKEDIN.COM, Adhi accepted Collin’s
invitation, plus Adhi provided his ( Adhi’s ) own additional
information claims, as follows:
– Already ( 2008 ) in attendance at the Christian University ( Satia
Wacana, Salatiga, Central Java, INDONESIA ) studying ‘electronics’;
– Residing in the small town of Klaten, Central Java, INDONESIA;
– Employed at the TUGU MEDICAL CENTRE ( Jakarta, INDONESIA )
practicing as a type of religious Sharman ( spiritual healer of
‘physical maladies’ );
– Soon to visit his ( Adhi’s ) “counterpart,” a Trustee ( NETHERLANDS
) over ‘legacy gold bullion assets’ ( of Soekarno, et al. );
– Claimed ( jus sanguinus or blood relationship ) descendant of the
Java Royal Dynasty “Solo King” ( Adhi’s claimed great-great
grandfather ) “Paku Buwono X” (aka) “PB X,” who Collin recognized as
one ( 1 ) of several ‘named forged signatories’ on the “GREEN HILTON

indicates Jawurek as ‘legal counsel’ for the “OFFICE OF INTERNATIONAL
TREASURY CONTROL” (aka) “ITC” (aka) “OITC” ]; and,
Joshua Adhi’s ‘numerous e-mailed attachments’ contain ‘photo and text
contents’ – within Microsoft ( MS ) Word documents – sent to Collin

BRIEF –
Joshua Adhi, is the ‘believed individual operating behind’ the “OFFICE
OF INTERNATIONAL TREASURY CONTROL” (aka) “ITC” (aka) OITC, fronted by
U.S. citizen Ray Chhat Dam, a Cambodia nationale, with associate Keith
Francis Scott ( AUSTRALIA ), et al.
On December 18, 2010 Ray Chhat Dam was arrested by Royal Cambodia
Armed Forces in Daun Penh, Phnom Penh, CAMBODIA ( See References

You must know how I feel of having proud of receiving your letter, and
thousands thanks of giving me appreciation, as I in fact am a ordinary
and simple man, living in a small town of Klaten, Central Java,
Indonesia.
Yes, I have some experience of being an accountant in Batam, Singapore
and Dubai – UAE. I have been taking electronics in Christian
University of Satia Wacana, Salatiga, Central Java, Indonesia, and
have British Accounting Diploma.However I have a simple life.
I have created Joshua Healing System, scientifically, naturally and
Biblically, what I called the system is.Around one year I joined the
Tugu Medical Centre, Jakarta, as the Director of the Clinic asked me
to do practice there because I have cured him from his backache.
I have also healed some other patience suffering from stroke (around 6
persons), heart valves leaking, sterility, importancy, migraine etc.
Theoritically no sickness can’t be healed.
I am at present time, giving service of motor car battery in efficient
way. I have created the system too.
However the important thing is that I am at present time entrusted to
do the Indonesian Asset especially the assets belonged to the Javanese

Indonesia President Ir. Soekarno, who was in power 20-years over
Indonesia, was never known as a corrupter or thief; at the time the
new Indonesia Republic was started its government had no funds to
steal.
In 1977, Joshua Adhi formally met with Indonesia General President
Soeharto to open the Indonesia Embassy within the United Arab Emirates
( U.A.E. ).

One of these royals, a former kingdom in central Java not named here
to keep their identity secure, was asked by Indonesia co-founding
father Soekarno in 1935 to assist and back up the revolution and war
of independence against the Dutch occupying authorities. This king
then asked his counterpart in The Netherlands to release a given
amount. The Dutch ruler complied because it did belong to this
Javanese king, and provided collateral as per the Javanese king’s
request. That 1935 collateral valued in 1997 terms is the equivalent
of $7,000,000,000,000 trillion ( USD ) that is also a part of
“Soekarno’s Gold”.
In 1997, Indonesia was acknowledged having vast amounts of assets by
the International Monetary Fund ( IMF ) Managing Director Mssr.
Michele Camdessus in a press briefing in Washington, D.C. ( when the
value of the rupiah plummeted from Rp 2,000 to the U.S. dollar down to
Rp 18,000 ) said bilateral donors Australia, China, Hong Kong, Japan,
Malaysia, Singapore and the United States of America in addition to
the IMF, World Bank, Asian Development Bank, intend to correct: “the
excessive depreciation of the Rupiah, and they would act again if
needed.” In addition, Michele Camdessus stated Indonesia is: “to use
